Cald's got it right. It's a shrine to a deceased family member of a Blizzard artist, I believe. Or maybe a Blizzard artist himself. I can't remember.

It's both, actually. I think he was 21 or something. He was a Blizzard artist, and the brother of another employee. If you go and see the shrine, enjoy.. but I suggest going to visit it while dead.. so you can see the double size Graveyard Angel that hovers over the grave, adorned with his name. Very touching.
